Snowdenläcka om NSA-spaning på klimatförhandlare

Den amerikanska sajten Huffington Post har publicerat en läcka från Edward Snowden om att NSA spionerade på klimatförhandlare under COP 15 i Köpenhamn 2009.
I dokumentet med titeln “UN Climate Change Conference in Copenhagen — Will the Developed and Developing World Agree on Climate Change?” kan man läsa att

“analysts here at NSA, as well as our Second Party partners, will continue to provide policymakers with unique, timely, and valuable insights into key countries’ preparations and goals for the conference, as well as the deliberations within countries on climate change policies and negotiation strategies.”

samt att

”While the outcome of the Copenhagen Climate Change Conference remains uncertain, signals intelligence will undoubtedly play a significant role in keeping our negotiators as well informed as possible throughout the 2-week event,”

Huffington Post publicerade dokumentet i veckan tillsammans med den danska tidningen Informationen. I det läckta dokumentet kan man också läsa att

”[L]eaders and negotiating teams from around the world will undoubtedly be engaging in intense last-minute policy formulating; at the same time, they will be holding sidebar discussions with their counterparts — details of which are of great interest to our policymakers”

Dokumentet refererar också till tidigare rapporter som

“detailed China’s efforts to coordinate its position with India and ensure that the two leaders of the developing world are working towards the same outcome.”

Trots höga förhoppningar om att COP 15 med 110 medverkande stats- och regeringschefer skulle leverera ett globalt avtal om utsläppsminskningar, så blev resultatet en besvikelse. Istället för ett globalt avtal, så lanserade USA tillsammans med Kina, Indien, Sydafrika och Brasilien “the Copenhagen Accord”. Ett juridiskt bindande avtal är inte att vänta förrän eventuellt 2015.
I ett mejl till Huffington Post har NSAs talesperson Caitlin Hayden avböjt att kommentera läckan och skriver att “”the U.S. Government has made clear that the United States gathers foreign intelligence of the type gathered by all nations.” Avslöjandet har väckt reaktioner från bla Meena Raman från Third World Network, Bill McKibben från 350.org, Brandon Wu på Action Aid i USA, samt Jairam Ramesh, fd miljöminister i Indien.
